England's number 10, Jude Bellingham, scored both goals to inspire the comeback victory.
Norway matched England throughout the contest and took the lead in the 36th minute through Oskar Schjelderup.
However, Bellingham restored parity just before halftime with a superb finish.
Harry Kane also found the net, but his effort was ruled out for offside, leaving the score level at 1-1 at the break.
Norway continued to impress in the second half, and Leo Heggem had a goal disallowed by VAR in the 55th minute.
Despite several opportunities for both sides, neither team could find a winner in regulation time, forcing the match into extra time.
Bellingham eventually sealed England's 2-1 victory with his second goal.
